Department of Insurance
North Carolina operates under a prior approval rate filing system, requiring insurers to file forms and rates with the Department of Insurance for review and approval prior to use. The state uses a rate bureau system through the North Carolina Rate Bureau (NCRB) for certain lines of insurance. The Commissioner of Insurance has broad regulatory authority to enforce insurance laws, issue cease and desist orders, and impose penalties for violations. North Carolina expanded Medicaid in 2023 and significantly increased auto insurance minimum liability limits effective July 1, 2025.
