Department of Insurance
Missouri operates under a File & Use rate system for most insurance lines, allowing insurers to implement rates upon filing with the Department of Commerce and Insurance. The state has a competitive insurance market with strong consumer protection laws, including the Unfair Claims Settlement Practices Act (§§ 375.1000-375.1018) and comprehensive data security requirements effective January 1, 2026. Missouri expanded Medicaid in 2021 and participates in the federal health insurance marketplace.

Farm Bureau Health Benefit Plans
Allows Missouri Farm Bureau to offer health benefit plans to members exempt from certain insurance regulations. Plans may exclude pre-existing conditions and limit benefits. Signed July 14, 2025.
Farm Bureau members can purchase alternative health plans with fewer regulatory requirements but potentially less comprehensive coverage than ACA-compliant plans.

Insurance Data Security Act
Establishes comprehensive data security requirements for insurance companies (licensees), including cybersecurity programs, third-party service provider oversight, and mandatory breach notification within 4 business days. Signed July 2, 2025.
All insurance licensees must implement formal cybersecurity programs and report qualifying cybersecurity events to the Department, increasing compliance obligations and operational costs.

Homestead Disaster Tax Credit
Creates tax credit for insurance deductibles on residential property damage caused by disasters in 2025, up to $5,000 per taxpayer. Signed during 2025 special session.
Homeowners who filed insurance claims for 2025 storm damage can claim tax credit equal to their deductible (max $5,000), providing financial relief to disaster victims.

Property and Casualty Insurance Omnibus Bill
Enacts multiple provisions including lender-placed insurance requirements, insurance company demutualization procedures, and standard fire policy applications. Signed August 28, 2023 (enacted in 2024).

Suitability in Annuity Transactions
Adopted amendments to 20 CSR 400-5.900 incorporating 'Best Interest' standard for annuity sales, requiring producers to act in consumers' best interests when recommending annuities. Effective August 30, 2024.
Annuity producers must meet higher suitability standards, conduct comprehensive needs assessments, and document best interest determinations for all annuity recommendations.
